Both devices work flawlessly in ESXi 6.7 and I have trying both a fresh install of ESXi 7, and a upgrade from 6.7, but still the same issues. Is there anyway I can take the device drivers from the ESXi 6.7 installation and inject into the ESXi 7 installation media?
Your VRTX must be a test system so i understood that you giving a spin and try to find out how v7 is going. Iam also surprised that a very common BCM5720/19 doest not work any more. On the otherhand this NIC is around 10Y old and Broadcom sold some models to QLogic some time ago. This drives me nuts because somethimes the docs/system management referrer to Broadcom but drivers named Qlogic.

Many devices outside the HCL in fact work very well with XCP-ng. Being outside the HCL means that there have been not tests to ensure that they work. Most of the hardware support depends on the Linux kernel and thus support for hardware outside the HCL depends on on how well the drivers are supported by the Linux kernel included in XCP-ng.
Additional kernel modules are a lot like alternate drivers (most of the above section applies to them) except that they don't replace an existing driver from the system. They add a new one that didn't exist at all.
Dell Broadcom 57810s Dual Port, 10GBase-t Converted Network Adapter (NIC) with the long and short bracket. The Dell 57810s provides dual 10GbE connectivity to Dell rack servers or tower servers and supports NIC Partitioning (NPAR) on 10GbE ports to help improve resource utilization and deployment flexibility.
We have also seen this issue in our environment. Our issue had to do with NIC drivers. Focus on NIC drivers, either upgrade or downgrade NIC card drivers, try NIC drivers from both (VMWare and HP) upgrade images. You may completely change NIC card with different chip set, such as Intel, Broadcom. 2ff7e9595c
